MVMA 2009 Legislative Agenda
1. University of Minnesota College of Beterinary Medicine Budget:
- Support of U of M's 2010-2011 biennial budget request to the legislature.
- Support a legislative request of $1,250,000.00 per year for the Veterinary Diagnostic Laboratory to increase surveillance for infectious diseases and to maintain laboratory accreditation.
- Support Sen. Dille's proposed bill to fund a loan forgiveness program for graduating veterinarians who agree to serve in underserved areas in Minnesota.
2. Veterinary Practice Act:
- Support legislation establishing "Pet Trusts" to provide ongoing financial assistance and care for animals following the owners death.
- Monitor the current rule-making process for animal chiropractic including ensuring that the MVMA and the Board of Veterinary Medicine is able to participate and provide input.
- Monitor for any newly proposed legislation in 2009 regarding scope of practice issues including animal chiropractic, physical therapy and equine dentistry.
- Recommend the establishment of a task force to study and develop a detailed proposal for veterinary technicians to be included in Veterinary Practice Act with the task force reporting back to the MVMA Government Affairs Committee in the fall of 2009 with a possible legislative proposal offered in the 2010 legislative session.
3. Animal Welfare:
- Supports the further discussion with animal welfare organizations, individuals and other stakeholders that builds from existing laws and regulations in crafting animal welfare supplemental legislation concerning "Puppy Mills" to ensure the proper health and welfare of dogs and cats (click here to view separate statement.)
- Support ongoing discussions with individuals and entities in expanding spay/neuter programs in Minnesota.
- Support discussions with the Board of Animal Health and USDA to administer and enforce laws and rules designed to protect dogs and cats.
4. The MVMA supports the continued independent status of the Board of Animal Health and the Board of Veterinary Medicine.
5. The MVMA supports the biennial budgets of the Board of Animal Health and the Board of Veterinary Medicine.
